4 factors for the active development of the halal industry in Tatarstan
In the Republic of Tatarstan, the halal industry is rapidly developing and is attracting increasing interest from the state. We have identified a number of key factors driving this rapid growth.
Tatarstan is a region with a predominant majority of Muslim population, whose values include the sacred concepts of “halal” and “haram.”
The concept of a halal lifestyle (Halal Life Style), approved by Rais RT Rustam Minnikhanov in 2019, plays one of the main roles in the development of the halal industry of the Republic. It is aimed at creating conditions for leading a halal lifestyle. To achieve this, the consumer market is actively developing, including the production, processing, storage and sale of halal products, the level of Islamic education is rising, Muslim infrastructure is developing, and relations with the Gulf countries are reaching a new level.
Separately, it is worth noting the change in the foreign policy orientation of our country, which contributes to the development of the halal industry not only in Tatarstan, but also in Russia as a whole. – This is a new stage in the development of the Halal industry in Tatarstan and in Russia as a whole. The purpose of signing the agreement is to develop the halal industry, improve management processes, production, implementation of quality management systems for halal products and services, as well as in the field of standardization, certification, preparation and sale of educational products, monitoring, promotion and popularization of the halal sector.
The Halal Standard Committee of the Muslim Religious Board of the Republic of Tatarstan has a lot of experience in all this. You see, the word “Halal” has a sacred meaning, so halal certification should go hand in hand with the Muslim clergy.
If a decision is made to regulate halal production at the state level, then the clergy need to help in this important matter for the Muslim community, this will help in the fight against counterfeiting and misuse of the Halal sign. The participation of the clergy in the work of government agencies in the field of halal will allow them to have information and quickly convey it to the consumer.

Today, the Muslim Religious Board of the Republic of Tatarstan includes: 10 kazyats, 48 district mukhtasibats, about 1,500 mosques, 8 madrassas. It is also a co-founder of the Bulgarian Islamic Academy, the Russian Islamic Institute, the Kazan Islamic University, and the founder of secondary schools “Usmania”, “Nur” and “Ihsan”. In addition, the Halal Standard Committee, the Waqf RT Foundation, the official hajj operator in Tatarstan “DUM RT Hajj”, the Zakat Charitable Foundation, and the Khuzur Publishing House operate under the methodological guidance of the Muslim Religious Board of the Republic of Tatarstan.

The Halal Competence Center under Roskachestvo has secured the support of the Muslim Religious Board of the Republic of Tatarstan and the Halal Standard Committee
The Muslim Religious Board of the Republic of Tatarstan, Roskachestvo and the Halal Standard Committee agreed to work together to develop the halal industry in Russia. A territorial representative office of the Federal Center of Halal Competence under Roskachestvo will be opened on the territory of the Republic, which will function in close cooperation with the Committee of the Muslim Religious Board of the Republic of Tatarstan.
The corresponding agreement was signed today by the Head of the Muslim Religious Board of the Republic of Tatarstan, Mufti Kamil Hazrat Samigullin, the Head of Roskachestvo Maxim Protasov, and the Chairman of the Halal Standard Committee of the Muslim Religious Board of the Republic of Tatarstan Abbyas Hazrat Shlyaposhnikov in Kazan in the presence of the Rais of the Republic of Tatarstan Rustam Minnikhanov, representatives of the Ministry of Industry and Trade of Russia, republican legislative and executive authorities.

Taking into account the extensive and advanced experience of the Muslim Spiritual Board of the Republic of Tatarstan in the field of development of the halal industry, the Mufti of the Republic of Tatarstan Kamil Hazrat Samigullin will join the Supervisory Board of the Halal Competence Center.
“In recent years, the market for halal products has been actively developing,” emphasizes Mufti of Tatarstan Kamil Hazrat Samigullin. – At the end of 2023, according to the Ministry of Agriculture and Food of the Republic of Tatarstan, the export of halal products from Tatarstan amounted to $11 million. The halal industry market in Tatarstan consists of more than 100 production facilities, of which about two dozen are export-oriented.
The Government of the Republic of Tatarstan also pays special attention to the development of the halal industry. In 2019, a roadmap for the Halal Life Style concept was developed, which is being successfully implemented in Tatarstan. In many ways, this is facilitated by the Halal Standard Committee, the founder of which is the Muslim Religious Board of the Republic of Tatarstan.
At the moment, the Halal Standard Committee of the Muslim Religious Board of the Republic of Tatarstan operates throughout Russia, where it controls about 200 manufacturers and more than 100 public catering outlets. The Committee’s influence covers 20 regions of Russia.
Domestic demand in Tatarstan is fully met by our producers, from poultry meat to ready-made food.

The 31st international exhibition of food products, drinks and raw materials for their production “PRODEXPO 2024” opened in Moscow today. On the first day of the exhibition, a session “Halal Products Market: Effective Infrastructure and New Opportunities” was held, at which Abbyas Hazrat Shlyaposhnikov, Chairman of the Halal Standard Committee of the Muslim Religious Board of the Republic of Tatarstan, made a report.

The opening of the 1st Makkah Halal Forum took place today in Saudi Arabia. The forum is organized by Islamic Chamber Halal Services (ICHalal) and Manafea.

He noted that the Committee was the first in Russia to develop and register with the Federal Agency for Technical Regulation and Metrology (Rosstandart) the “System of voluntary certification of products and services for compliance with the canons of Islam.”
“The first national halal standards have already been approved in Russia. The corresponding GOSTs were developed by the Project Technical Committee (PTC) for standardization No. 704 “Halal Products and Services”. Committee employees were part of it during the development of this GOST. These steps are caused by the need to “establish order” in the halal industry in Russia,” emphasized Abbyas Hazrat Shlyaposhnikov.
The Committee strives to ensure that Muslims in Russia can safely purchase products under the Halal mark and be confident in their quality. Abbyas Hazrat noted that the Committee is distinguished by its strict approach to compliance with all halal standards at the enterprise. Every year in Russia the number of enterprises and the volume of production of halal products is growing. Part of the products is exported, and the volume of exports increases annually. It is worth noting that a number of enterprises certified by the Committee have experience in supplying halal products abroad. There are now 13 such enterprises.
“The export of poultry meat to non-CIS countries in January-July 2023 amounted to 148 thousand tons. More than 78 thousand tons came from China, over 30 thousand tons from Saudi Arabia, and more than 6 thousand tons from Azerbaijan, Vietnam and Uzbekistan. Production of poultry for slaughter in the Russian Federation during this period increased by 1.3% to 3.79 million tons,” the chairman announced the figures.
Makkah Halal Forum, as the organizers note, is a comprehensive platform that is significant for Muslim society, demonstrating the best halal services and products. The forum, which is being held for the first time, includes workshops, discussion groups and opportunities for partnerships and collaboration across sectors. Two mosques were opened in the Drozhzhanovsky, Aktanyshsky, Almetyevsky and Pestrechinsky districts of the republic, one each in the mukhtasibats of the Atninsky, Novosheshminsky, Arsky, Yutazinsky, Elabuga, Rybnoslodsky, Aznakaevsky, Muslyumovsky, Baltasinsky, Kirovsky and Moskovsky, Vakhitovsky and Privolzhsky districts of Kazan.
Mosques include not only prayer halls, but also classrooms, halls for holding majlises, canteens, marriage centers, shops, imam’s houses, places for organizing sacrifices and holding janaza prayers.
The number of prayer rooms in public places has increased. Last year they opened at 5 sites – in the clinic of the Republican Clinical Hospital, the Military Hospital of the Ministry of Defense of the Russian Federation in Kazan, in the Yelabuga Central District Hospital and in the 20th clinic in Kazan.
In addition to mosques and prayer rooms, the halal infrastructure was supplemented by two educational centers in the mukhtasibats of the Kamsko-Ustinsky and Novosheshminsky districts.
