The Halal Competence Center under Roskachestvo has secured the support of the Muslim Religious Board of the Republic of Tatarstan and the Halal Standard Committee

The Muslim Religious Board of the Republic of Tatarstan, Roskachestvo and the Halal Standard Committee agreed to work together to develop the halal industry in Russia. A territorial representative office of the Federal Center of Halal Competence under Roskachestvo will be opened on the territory of the Republic, which will function in close cooperation with the Committee of the Muslim Religious Board of the Republic of Tatarstan.

The corresponding agreement was signed today by the Head of the Muslim Religious Board of the Republic of Tatarstan, Mufti Kamil Hazrat Samigullin, the Head of Roskachestvo Maxim Protasov, and the Chairman of the Halal Standard Committee of the Muslim Religious Board of the Republic of Tatarstan Abbyas Hazrat Shlyaposhnikov in Kazan in the presence of the Rais of the Republic of Tatarstan Rustam Minnikhanov, representatives of the Ministry of Industry and Trade of Russia, republican legislative and executive authorities.

The agreement will allow at the federal level to systematize the domestic halal industry and certification according to halal standards of goods and services, increase the efficiency of management processes, production, implementation of quality management systems for halal products and services, as well as streamline standardization and certification, personnel training and educational programs. In addition, joint activities will strengthen the promotion and popularization of the halal sector in the Russian Federation and at the international level.

Taking into account the extensive and advanced experience of the Muslim Spiritual Board of the Republic of Tatarstan in the field of development of the halal industry, the Mufti of the Republic of Tatarstan Kamil Hazrat Samigullin will join the Supervisory Board of the Halal Competence Center.

“In recent years, the market for halal products has been actively developing,” emphasizes Mufti of Tatarstan Kamil Hazrat Samigullin. – At the end of 2023, according to the Ministry of Agriculture and Food of the Republic of Tatarstan, the export of halal products from Tatarstan amounted to $11 million. The halal industry market in Tatarstan consists of more than 100 production facilities, of which about two dozen are export-oriented.

The Government of the Republic of Tatarstan also pays special attention to the development of the halal industry. In 2019, a roadmap for the Halal Life Style concept was developed, which is being successfully implemented in Tatarstan. In many ways, this is facilitated by the Halal Standard Committee, the founder of which is the Muslim Religious Board of the Republic of Tatarstan.

At the moment, the Halal Standard Committee of the Muslim Religious Board of the Republic of Tatarstan operates throughout Russia, where it controls about 200 manufacturers and more than 100 public catering outlets. The Committee’s influence covers 20 regions of Russia.

Domestic demand in Tatarstan is fully met by our producers, from poultry meat to ready-made food.

Any development of the industry must be supported by scientific research. In Tatarstan, thanks to the joint work of the Committee with leading universities, a unique scientific and educational base has been created, which contains answers to modern questions of the halal industry: from food additives to medicines.”

“The close interaction of the Halal Competence Center at Roskachestvo, an authoritative religious organization represented by the Muslim Religious Board of the Republic of Tatarstan and professional experts in the field of Halal from the Halal Standard Committee will have a serious positive impact on the development of the Halal industry in our country, will make the work on Halal certification even more professional, and also tools for educating consumers and educating manufacturers, restaurateurs and retail chains in this area. At the same time, the Halal Competence Center under Roskachestvo, which consists of practicing Muslims, and the Muslim Religious Board of the Republic of Tatarstan will exchange information, hold joint exhibitions, forums and seminars.

In December 2022, on behalf of the Government of the Russian Federation, the Halal Competence Center was created in Roskachestvo, the purpose of which is to promote national standardization, certification in the Halal field, as well as conduct educational events for specialists in various industries and consumer education activities.

In accordance with Article 2 of the Federal Law of December 27, 2002 No. 184-FZ “On Technical Regulation”, certification work (including voluntary) can only be carried out by a certification authority accredited in the National Accreditation System. The government agency that carries out such accreditation is the Federal Accreditation Service (RosAccreditation).

In this regard, Roskachestvo has created a subordinate Certification Authority “Roskachestvo-Halal”, which, in accordance with the law, has undergone the proper accreditation procedure in RosAccreditation. Certificates issued by this organization are entered into the Federal State Information System of Rosakcreditation.

The Muslim Religious Board of the Republic of Tatarstan was created in 1992. Today it includes: 10 kazyats, 48 district mukhtasibats, more than 1,500 mosques, 8 madrassas. He is also a co-founder of the Bulgarian Islamic Academy, the Russian Islamic Institute, the Kazan Islamic University, and the founder of secondary schools “Usmania”, “Nur” and “Ihsan”. In addition, the Halal Standard Committee, the Waqf RT Foundation, the official hajj operator in Tatarstan “DUM RT Hajj”, the Zakat Charitable Foundation, and the Khuzur Publishing House operate under the methodological guidance of the Muslim Religious Board of the Republic of Tatarstan.

The Halal Standard Committee, as a department of the Spiritual Administration of Muslims of the Republic of Tatarstan, was founded in 2000, is a certification authority trusted in Russia and abroad, geographically distributed over 20 regions, 210 controlled enterprises, among which more than 100 are cafes and restaurants. The Committee has extensive international activities and cooperates with WHC, AHAC, FAMBRAS and BelHalal.

In 2009, for the first time in Russia, the Committee created and registered a unique System of voluntary certification of products and services for compliance with Islamic requirements – the Halal standard. In 2019, the System was supplemented and updated.
