What does Halal certification provide?
Halal certification allows you to expand your customer base – halal goods and services are actively sold among the Muslim population and those striving for a healthy and clean lifestyle. Products and services certified according to Islamic canons inspire greater consumer confidence than halal products without a supporting certificate. Our experts conduct regular production audits, and this regular monitoring is another reason for consumer trust.
Why the Halal Standards Committee of the Spiritual Administration of Muslims of the Republic of Tatarstan?
The Committee is a division of the Spiritual Administration of Muslims of the Republic of Tatarstan and, in matters of halal compliance, is guided by the decisions of the Academic Council and the Hanafi school of thought in general.
The Committee’s work can be traced back to 1999, when the need arose for a systematic approach to monitoring the production and sale of halal products. The Committee was established as a legal entity in 2004.
In 2009, the Committee developed and registered with ROSSTANDART the “Voluntary Certification System for Products and Services for Compliance with Islamic Standards – the Halal System.” This is a voluntary certification, meaning our specialists inspect your production at your initiative. To do this, you must submit an application and sign a contract.
Since 2015, the Halal Standard Committee of the Central Regional Administration of Muslims of the Republic of Tatarstan has been a member of the World Halal Council (WHC), and since 2019, it has been a member of the organization’s executive committee.
Halal certification is a great responsibility both to God and to Muslims. The certification body, the Halal Standard Committee of the Central Regional Administration of Muslims of the Republic of Tatarstan, adheres to strict rules at all stages of its work. We don’t turn a blind eye to “little things” and don’t make concessions if they contradict Sharia and our operating principles. That’s why the Committee’s mark is a guarantee of quality and permissibility for the consumer.
Certification Procedure in the Voluntary Certification System for Product Compliance with Halal Standard Requirements
The applicant chooses the product certification scheme: this can be certification for serial production or for the production of a single batch. The certification schemes used by the Authority are similar to those specified in GOST R 53603-2020.
Product certification involves an analysis of:
— the Halal system in product manufacturing;
— documentation confirming the quality and safety of the declared product;
— activities within the product manufacturing processes;
— documentation, including documents determining the legitimacy of the activity;
— personnel awareness of Halal.
The list of certification activities includes:

- If the production and products meet all requirements, a Certificate of Conformity of the established format is issued.
If the Applicant’s products proposed for certification cannot fundamentally comply with the Halal standard (the norms of Islamic law), and if the Applicant’s products are not within the accreditation scope of the Halal certification body, the Applicant will be denied the assessment of their products’ compliance with the Halal standard.
Cost of Certification Services and Certificate Validity
The total cost of certification depends on the selected product certification scheme, the types of work performed by the certification body, the scope of activities of the certified enterprise, the number of products manufactured and production sites, and the number of employees at the facility. The minimum audit time is calculated according to the following formula.
The certificate is valid for three years. Upon expiration of the certificate, a decision on recertification must be made (two months prior to the certificate’s expiration).
Information on fees charged to applicants
Certification fees are paid in accordance with the agreement signed between the Committee and the applicant, and in accordance with Russian Federation law.

The Halal Standard Committee, a certification body, operates on a self-sustaining basis: its activities are funded through certification activities.
Recertification
A recertification audit is planned and conducted to assess ongoing compliance with all requirements of the relevant standard. The recertification procedure is similar to the certification procedure. A decision on recertification must be made two months before the certificate expires.
The Committee decides on certificate renewal based on the results of the recertification audit, as well as on complaints received from users of the certification results.
If significant nonconformities are identified during the recertification audit, these nonconformities must be corrected within the timeframe agreed upon with the Committee before the certificate expires.
If recertification activities were successfully completed before the expiration date of the previous certificate, the expiration date of the new certificate is determined based on the validity period of the previous certificate. The issuance date of the new certificate must not be earlier than the date of the decision on the recertification results.
If a recertification audit is not conducted or the effectiveness of corrective measures and corrective actions for all identified significant nonconformities cannot be verified before the expiration date of the previous certificate, a positive decision on recertification cannot be recommended or accepted. The client must be informed of this, with an explanation of the consequences.
If the recertification deadline expires, the Committee may apply the recertification procedure to the client within six months, provided that all required recertification actions are completed within this period. Otherwise, initial certification must be conducted. This decision is made by the certification commission of the certification body of the Halal Standards Committee of the Spiritual Administration of Muslims of the Republic of Tajikistan. In this case, the date of the new certificate is the date of the recertification decision, and the validity period is determined based on the validity period of the previous certificate.
Suspension, Cancellation, or Restriction of the Scope of Certification
The Halal Standards Committee of the Muslim Spiritual Administration of the Republic of Tajikistan may temporarily suspend a Certificate of Conformity for the following reasons:
— the organization fails to comply with certification requirements;
— the organization failed to conduct inspection or recertification audits with the required frequency in accordance with the audit program;
— more than three significant nonconformities were identified during an inspection audit;
— the organization failed to inform the Committee of significant changes that could affect its ability to meet customer requirements and failed to submit them to the Committee for review;
— standards establishing product requirements have been changed, and the organization does not or cannot ensure compliance with the new requirements;
— the organization did not comply with the rules for using the Certificate of Conformity and the conformity mark;
— the corresponding payments are missing.
When a Certificate of Conformity is suspended, the organization’s product certification is temporarily considered invalid, and the Organization is prohibited from further advertising its certification.
A Certificate of Conformity may be suspended for up to six months. If the reasons for the suspension are not resolved within the specified time, the Certificate of Conformity is either revoked or the Committee decides to narrow the scope of certification.
A Certificate of Conformity may be renewed only based on verified evidence of the elimination of the reasons that led to its suspension. A Certificate of Conformity that was suspended at the request of the organization may be renewed upon the organization’s request within the period of suspension.
If an organization fails to comply with certification requirements for a certain part of the certification scope, the Committee decides to narrow the organization’s certification scope and reissue the Certificate of Conformity in order to exclude those parts of the certification scope that do not meet the established requirements.
The Committee may revoke a Certificate of Conformity in the following cases:
— the organization has failed to ensure compliance with the certification conditions;
— confirmation of information regarding objective, systematic complaints from the organization’s consumers;
— the organization failed to comply with the rules for using the Certificate and the Conformity Mark;
— the organization failed to address the reasons for the suspension of the Certificate of Conformity.
In the event of revocation or suspension of the Certificate of Conformity, the Halal Standards Committee will notify the Organization in writing of the decision taken and the reasons for it.

«Halal» certification in accordance with the Law of the Russian Federation «On Certification of Products and Services» refers to voluntary certification, that is, it is initiated by applicants (manufacturers, sellers, performers) to confirm that products and services comply with the requirements of the Council of Muftis of Russia. Voluntary «Halal» certification is carried out on the basis of a contract between the applicant and the International Center for Standardization and «Halal» certification of the Council of Muftis of Russia.
Confirmation (certification, certification) is a procedure for documentary confirmation by a third independent party (International Center for Standardization and Certification «Halal») of compliance of raw materials, additives, spices, products, production premises, used means, business management (services), services provided, and . «the specified requirements of «Halal» set forth in the normative documents of a religious organization (the standard of the Council of Muftis of Russia «Halal-PPT-SMR»).
