Abbas Khazrat Shlyaposhnikov Presented the Halal Committee of DUM RT at the Private Label & Licensing Middle East 2025 Exhibition in Dubai

18 September 2025

From September 15 to 17, 2025, the prestigious Dubai World Trade Centre hosts the Private Label & Licensing Middle East (PLME), the largest exhibition in the MENA region dedicated to private label brands, licensing, and contract manufacturing. This key platform brings together manufacturers, distributors, and retailers in the private label sector. Among the participants is Abbas Khazrat Shlyaposhnikov, Chairman of the Halal Committee of the Spiritual Administration of Muslims of the Republic of Tatarstan (DUM RT), who showcased Tatarstan’s expertise in halal certification.

What is Private Label & Licensing Middle East 2025?

The PLME exhibition is an international forum uniting over 8,000 professionals from 88 countries and more than 200 exhibitors from 50 countries. Held in Halls 7 and 8 of the DWTC in 2025, the event has attracted retailers, buyers, and manufacturers focused on developing their own brands and customized products. Key sectors include:

  • Food products and non-alcoholic beverages.
  • Cosmetics and personal care products.
  • Health, wellness, and household chemicals.

Tatarstan’s Role in the Halal Industry

The Halal Committee of DUM RT has certified over a hundred enterprises, including export-oriented companies, and actively promotes the halal lifestyle, covering everything from food to cosmetics. Participation in PLME enabled:

  • Negotiations with manufacturers and distributors in the MENA region.
  • Demonstration of the halal certification standards of the DUM RT Halal Committee.

The demand for halal products in the MENA region is growing by 10–15% annually, and Dubai, as a leader in certification, provides an ideal platform for entering this market. Tatarstan’s companies can offer high-quality products that meet stringent standards, which is particularly relevant for retailers seeking unique solutions.

Why is this Important for Tatarstan and the UAE?

Participation in PLME strengthens the reputation of the DUM RT Halal Committee as an international partner in halal standardization. Abbas Khazrat Shlyaposhnikov highlighted the high potential for cooperation with the UAE, where the halal industry aligns with trends in sustainability and ethical production. The exhibition, inaugurated by Sheikh Ahmed bin Saeed Al Maktoum, underscores Dubai’s role as a global trade hub and serves as a bridge for entering the international market.
